Online Scientific Discussion – “House Arrest, as Alternative to Custodial Sentence in Juvenile Justice”

“Union of Legal Scientists” and international scientific journal “Herald of Law” are pleased to invite legal scholars/researchers, non-governmental organizations, counsels, judges, prosecutors and interested representatives of the state institutions to participate in the online discussion “House arrest, as alternative to custodial sentence in juvenile justice”, on  November 12, 2020 at 12 a.m. The discussion will take place on online platform Zoom.

Speakers:

Ketevan Mchedlishvili-Hedrich – (Freiburg, Germany) Doctor of Law, professor, lecturer at Friedrich Schiller University Jena, member of Union of Legal Scientists and member of the editorial board of the journal “Herald of Law”.

Tamar Makharoblidze – PhD student at Ivane Javakhishvili Tbilisi State University, faculty of law.

The meeting is open to members of Union of Legal Scientists, as well as to other scholarly organizations, representative of universities and scholarly circles and practicing lawyers.

Discussion will be held within the scope of pilot project “online scientific discussions”.

We believe that project “online scientific discussions” will contribute in demonstrating important legal researches in the area of law.

EVENT INTRODUCING THE SCHOLARLY JOURNAL “HERALD OF LAW” HAS BEEN HELD

Event introducing the international scholarly journal of Union of Legal Scholars “Herald of Law” took place via Zoom platform on October 21, 2020 at 12 p.m. The event was organized by Union of Legal Scholars.

The first issue of the journal was introduced on the event.

The authors of the articles published in this issue presented their own works.

The event was attended by the representatives of scholarly organizations, universities, distinguished representatives of the scholarly circles, moreover, by the judges of the Supreme Court of Georgia and Constitutional Court of Georgia.

The meeting was held in a friendly and warm atmosphere.

Call for papers for the second issue of  scholarly journal “Herald of Law” is now open.

Scientific Journal “Herald of law’’ is announcing call for scientific articles from 10.09.2020 to 15.11.2020.

Scientific Journal  “Herald of law’’ is an online scientific journal of the Union of Law Scientists.

Accepted scientific articles will be published online on official web site of the journal: www.heraldoflaw.com

The journal is granted International Standard Serial Number  ISSN 2667-9434.

The topics of articles

The journal will publish scientific articles on problematic issues of law or public administration. Articles should contain scientific novelty and should also have special scientific value.

Authors

Authors of articles may be Georgian or foreign researchers and PH.D. students.  In exceptional cases, authors also may be other individuals if the article has special scientific role or scientific value.

Language of Articles

Academic articles in Georgian, English, German and Russian languages (together with the abstract in English) may be submitted to be published in the journal.

Copyright

Upon the decision of the editorial board to publish the article, author agrees to transfer all the exclusive rights in his/her article to editorial board.

The transfer of copyright should be confirmed by signing the relevant document before publishing the article and in case of the request of editorial board, by granting a license.

License covers all rights excluding moral rights. Authors have the right to adapt their own work, provided that the journal is indicated as original source.

The articles will be published under creative commons license (CC BY CA).

According to this license, the published work may be used for any purposes, including commercial purposes, provided that the original source is indicated.

This license permits any person to share, distribute, reproduce the journal or its parts, provided that the original source is appropriately indicated (including the address of web-page).

In case of adapting the published work, the person who makes such adaptation is obliged to clearly indicate about the changes.

Any new work  based on work published in this journal, should be licensed under the same terms as the published work.

There is an indication regarding the creative commons license in the journal.

 

Appling for publishing article 

the author submits the article in electronic form within the deadline determined by the contest and written request to the Chief-editor about the publication of article.  article and statement should be submitted on following e-mail: info@heraldoflaw.com

The author sends article with personal information and contact information that will be saved in the editorial archive.

The articles should be done in accordance with the publication rules for articles.

The editorial office checks the conformity of the submitted article with the rules.

The editorial board will not accept or consider a article which does not match with the  special rules . Also, Editorial board will not accept article if author breaks ethical standards or if there is any type of plagiarism.

before sending it to the reviewers, editor may make recommendations to the author about editing article. In this case, editor can set a special time for author. If the author fully corrects mistakes the article will be accepted for review.

By submitting the article to the journal, the author confirms that he is familiar and agrees with the ethicsconcept, contest and rules of publication.

The author gives to Journal special right on article. The author must inform editorial board in case  changing contact information. Otherwise, any message will be sent to the original email address or contact phone and will be deemed to have been delivered.

The editorial staff will contact with the author of the article (in the case of the article presented by several authors, to one of the authors).

Rules for reviewing articles

The article will be send  to two reviewers, selected by the chief editor

Review is done according to the established rules.

The article will be accepted for publications in case both reviews are positive.

Results of the contest

Only 15 scientific articles are published in journal. In the journal will be published articles which will have the highest scores.Unpublished articles will take part in the contest in the next publication of the journal, if authors agree. Authors will not need to submit these articles to the editor for next volume. Also, these articles will not need review and they will save the last scores.

First event was held in the frames of the pilot project “Online Academic Discussions”

Union of Law Scientists has launched a pilot project “Online Scientific Discussion ”, the goal of which is to foster the development of legal science by way of organizing online discussions on published or unpublished academic works (article, PHD thesis, monography, manual).
In the frames of this project, first online discussion was held in zoom format “Problematic Aspects of Mens Rea of Complicity in Accordance with Georgian and American Law”. The meeting was held in participation of members of Union of Law Scientists, other scholars, practicing lawyers and students. The participants have attended a presentation from Mr. Kakha Tsikarishvili, member of the Union after which the discussion was held.
The participants discussed problematic issues existing in legal theory and practice, such as possibility of complicity with dolus eventualis, problem of negligence, so called neutral assistance and the so called “excess of the principle”. The participants exchanged the views about problematic issues of complicity and the ways of their solution. By the end of the meeting, the Chair of the Union – Zurab Chkonia has noted that discussions in this format are taking place for the first time and they shall continue in the future. SCIENTIFIC JOURNAL “HERALD OF LAW” HAS RECEIVED ITS FIRST INTERNATIONAL RECOGNITION

Scientific journal “Herald of Law” is now indexed in the international scientific database – ISI (International Scientific Indexing).

Warm congratulations to the members of the publishing organization “Union of Law Scientists”, editorial board, editors, authors and law society on this international success of the journal.

It is well known fact that ISI is a server which indexes leading international scholarly journals. Later, ISI will also ensure calculating of impact factor of “Herald of Law”.

On Monday, September 28, 12:00, an online discussion “Problematic Aspects of Mens Rea of complicity in accordance with Georgian and American Law” shall be held under the auspices of the Union of Law Scientists. The presentation on “Comparative overview of relevant aspects of Georgian and American Law” shall be followed by a discussion. The first issue of the International Scientific Journal the Herald of Law has been published.

“Herald of Law” is the publication of non-profit organization – “Union of Law Scientists”.

The journal is published electronically and published on the official website of the journal Heraldoflaw.com

Full texts of publications in the journal are available for anybody.

Publications in the journal are free.

The success of the member of the union, Professor Jemal Gakhokidze

Professor Jemal Gakhokidze, a member of the Union of Law Scientists, was awarded the Guram Nachkebia Award by the decision of the Rector of the Georgian Technical University and was awarded 2000 GEL as a prize. Congratulations to Mr. Jemal with this success.

It is noteworthy that academician Guram Nachkebia was a member of the Union of Law Scientists.

Gocha Ochigava, a member of the Union, was elected in the Editorial-Scientific Council of the Foreign Scientific Journal

Member of the Union of Law scientists, doctor of law, Gocha Ochigava was elected as member of the Editorial-Scientific Council of the International Scientific Journal “Herald of the International Center for Education and Scientific Information in Germany” (Duesseldorf).
