Call for papers for the second issue of  scientific journal “Herald of Law” is now open.

Scientific Journal “Herald of law’’ is announcing call for scientific articles from 15.03.2021 to 15.05.2021.

Scientific Journal  “Herald of law’’ is an online scientific journal of the Union of Law Scientists.

Accepted scientific articles will be published online on official web site of the journal: www.heraldoflaw.com

The journal is granted International Standard Serial Number  ISSN 2667-9434.

The topics of articles

The journal will publish scientific articles on problematic issues of law or public administration. Articles should contain scientific novelty and should also have special scientific value.

Authors

Authors of articles may be Georgian or foreign researchers and PH.D. students.  In exceptional cases, authors also may be other individuals if the article has special scientific role or scientific value.

Language of Articles

Academic articles in Georgian, English, German and Russian languages (together with the abstract in English) may be submitted to be published in the journal.

Copyright

Upon the decision of the editorial board to publish the article, author agrees to transfer all the exclusive rights in his/her article to editorial board.

The transfer of copyright should be confirmed by signing the relevant document before publishing the article and in case of the request of editorial board, by granting a license.

License covers all rights excluding moral rights. Authors have the right to adapt their own work, provided that the journal is indicated as original source.

The articles will be published under creative commons license (CC BY CA).

According to this license, the published work may be used for any purposes, including commercial purposes, provided that the original source is indicated.

This license permits any person to share, distribute, reproduce the journal or its parts, provided that the original source is appropriately indicated (including the address of web-page).

In case of adapting the published work, the person who makes such adaptation is obliged to clearly indicate about the changes.

Appling for publishing article 

the author submits the article in electronic form within the deadline determined by the contest and written request to the Chief-editor about the publication of article.  article and statement should be submitted on following e-mail: info@heraldoflaw.com

The author sends article with personal information and contact information that will be saved in the editorial archive.

The articles should be done in accordance with the publication rules for articles.

The editorial office checks the conformity of the submitted article with the rules.

The editorial board will not accept or consider a article which does not match with the  special rules . Also, Editorial board will not accept article if author breaks ethical standards or if there is any type of plagiarism.

before sending it to the reviewers, editor may make recommendations to the author about editing article. In this case, editor can set a special time for author. If the author fully corrects mistakes the article will be accepted for review.

By submitting the article to the journal, the author confirms that he is familiar and agrees with the ethicsconcept, contest and rules of publication.

The author gives to Journal special right on article. The author must inform editorial board in case  changing contact information. Otherwise, any message will be sent to the original email address or contact phone and will be deemed to have been delivered.

The editorial staff will contact with the author of the article (in the case of the article presented by several authors, to one of the authors).

Results of the contest

Only 15 scientific articles are published in journal. In the journal will be published articles which will have the highest scores.Unpublished articles will take part in the contest in the next publication of the journal, if authors agree. Authors will not need to submit these articles to the editor for next volume. Also, these articles will not need review and they will save the last scores.

Invitation to the online scientific discussion – “Problems of Euthanasia in terms of Comparative Criminal Law”

Union of Law slcientists and its international scientific journal “Herald of Law” is inviting the legal scholars/researchers, as well as practicing lawyers to join the online scholarly discussion “Problems of Euthanasia in terms of Comparative Criminal Law”. The Event will take place via platform Zoom, on April 21, 2021 at 19 p.m.

Speakers:

  • Ketevan Mchedlishvili-Hedrich – (Freiburg, Germany) member of Union of Law scientists and the editorial board of journal published by the Union – “Herald of Law”, Doctor of Law, staff scientist at Institute for Criminology Research of Ivane Javakhishvili Tbilisi State University and Professor at University of Georgia.

Ketevan Mchedlishvili-Hedrich was staff scientist at Max Planck Institute for Foreign and International Criminal Law and at Friedrich Schiller University Jena (Germany). The book “Introduction to Medical Criminal Law” by German author, Eric Hilgendorf, was translated into Georgian by Ketevan Mchedlishvili-Hedrich in 2020. Moreover, she is the author of various scholarly works.

  • Ana Kapanadze – PhD student at Ivane Javakhishvili Tbilisi State University, Faculty of Law. Ana Kapanadze is one of the first PhD students working on Medical Criminal Law.
  • Tamar Ninoshvili – Head of Quality Department at non-entrepreneurial (non-commercial) legal person “Free Development & Law Center”.

The discussion will take place after the presentations.

The event will be held within the scope of pilot project “Online Scholarly Discussions”.

Recording of the discussion will be available on Youtube, as well as on the web-pages of the Union of Legal Scholars and journal “Herald of Law”.

“Herald of Law” is indexed in the global international database -ROAD

“Herald of Law” is indexed in the global international database -ROAD.

ROAD is the second international database, in which the journal “Herald of Law” is indexed.

In order to continue strengthening its clearing house function the Communication and Information Sector of UNESCO has joined forces with The International Centre for the registration of serial publications – CIEPS, which is a Category II center under the auspices of UNESCO, to create ROAD.  ROAD (The Directory of Open Access Scholarly Resources) is a global, and multidisciplinary system which gives access to a variety of Open Access scholarly resources such as journals, academic repositories, conference proceedings, etc. Currently in beta version which will be fully developed by the end of 2014, its aim is to facilitate the access to those resources and to help assessing their editorial quality and their usage within the scholarly community.

ROAD is based on the ISSN system (the international system for the identification of serial resources), and it links data coming from a variety of sources such as scientific indexes, metrics, and selective registries devoted to scholarly publications. ROAD is maintained by the ISSN International Centre with the support of UNESCO and is accessible via the Global Open Access Portal (GOAP) of UNESCO. ROAD provides a unique tool for assessing the quality of Open Access scholarly resources, and following up the development of the Open Access model worldwide.

The second issue of the international scientific journal “Herald of Law” was introduced on the event organized by Union of Law scietists. The event was held via platform Zoom, on march 9, 2021.

Online scientific discussion “Organizational Law in Legal System” (according to German model), organized by the Union of Legal Scholars and international scholarly journal “Herald of Law”,  was held on February 19, 2021.

The event was attended by legal scholars, legal researchers, judges, and notaries.

Professor Carsten Schäfer from Germany and Professor Roin Migriauli delivered speeches during the event.

The discussion was held after the presentation.

Professor Carsten Schäfer is dean of Civil, Trade and Organizational Law Department at University of Mannheim (Germany) from 2002. He is the author of various scholarly paper.  Mr. Schäfer is the author of the book on “Organizational Law”. The fifth revised edition was published in 2018, which was translated into Georgian by professor Roin Migriauli in 2019, with the financial and administrative  help of Notary Chamber of Georgia .

Professor Roin Migriauli is member of “Union of Law scientists”, Doctor of Law, Associate Professor at Caucasus University, founder and managing partner of law firm “Migriauli and Partners”. Mr. Migriauli is author of various scholarly work.

“Union of Law scientists” and international scientific journal “Herald of Law” invites legal scholars and researchers on online scientific discussion “Organizational Law in Legal System” (according to German model).

The event will be held on February 19, 2021 at 5 p.m. via Zoom platform. The Georgian-German translation will be ensured during the event.

Union of Law Scientists” and international journal “Herald of Law” organized international scientific discussion on the topic “Key Aspects of Complicity in criminal law of Georgian and Latin American countries (example of Chile)” on December 4, 2020.

Gustavo Balmaceda is Lawyer, Doctor of Criminal Law, University of Salamanca, Spain, 2008, Academic Director of Tutores Derecho Capacitaciones, Litigant in Criminal Law.

One-hour speech was delivered at the meeting by Professor Gustavo Balmaceda Hoyos.

The participants of the discussion are as follows: Alejandro Leiva López – Director and professor at law school at Finis Terrae University (Santiago, Chile), Doctor of Law;  lawyer – Masiel Galvez, Leondo Olivares and Rosa Chipoco, as well as representatives of Georgian scholarly circles, universities, judicial and executive bodies, lawyers and students. Translation from Spanish was provided by Professor Kakha Tsiqarishvili, member of Union of Legal scholars.
